Introduced by Senator Tom Harkin and co-sponsored by Senators Al Franken, Amy Klobuchar, and Kent Conrad, the bill would reauthorize and provide mandatory funding for programs such as the Rural Energy for America Program, Biomass Crop Assistance Program, and Biorefinery Assistance Program.
